This is a Waterman ballpoint pen I found at my parents' house. It's probably out of ink, as I couldn't test it. It's a twist-type pen; the pen tip comes out whether you twist it to the right or left.
Markings on the center:
WARTERMAN PLAQUE OR G (some kind of engraving)
(I can't see the engraving clearly because it's too small...)
MADE IN FRANCE
